Alaska Electric Vehicle Supply Equipment Deployment and Best Practices in Rural and Underserved Communities

The project objective is to engage and electrify Alaskan rural communities in multiple energy regions. The team will designate hub communities based on their proximity to and utilization by rural disadvantaged communities. Targeted outreach efforts will begin in these hub communities, with the intent of providing the benefits of Electric Vehicle Supply Equipment (EVSE) to all surrounding rural communities. A minimum of 40% of all EVSE will be located directly in disadvantaged communities. The recipient will work with the communities to develop local plans for siting and deploy 10-36 Level 2 and/or Direct Current Fast Charging charging stations. The recipient will conduct community outreach to determine which communities are interested in installing and operating EVSE. The recipient will develop and implement a method for project selection.

The Clean Rural Shared Electric Mobility Project

Supplemental mobility services such as carsharing offer significant opportunities for benefits to rural communities. Due to low population density, lack of charging infrastructure, lack of familiarity with carsharing or electric vehicles, and longer driving distances, carsharing has not been well established in rural communities. The Clean Rural Shared Electric Mobility Project (CRuSE) introduces an all-electric carshare program in Hood River, Oregon. The carshare, consisting of five electric vehicles placed with dedicated electric vehicle charging stations at five distinct sites, helps provide access to several groups of users including city employees, affordable housing residents, tourists, and the local community population. This project will develop, demonstrate, and refine an affordable, accessible, sustainable, and replicable financial model for electric carsharing in rural Hood River, Oregon. The overall project goals of the CRuSE Project are to demonstrate that round trip electric vehicle carsharing can serve rural communities—including low-income residents—in an effective and financially sustainable way, and to develop the tools and voice to educate, encourage and replicate carsharing in other rural communities. The project team will collect a broad variety of data from users, carshare vehicles, and charging stations to assess the impact of the project on energy use and greenhouse gas emissions as well as local knowledge of electric vehicles.

Integration of Smart Ridesharing into an Existing Electric Vehicle Carsharing Service in the San Joaquin Valley

In California's Central Valley, high auto ownership costs, limited transit service, and increasing housing costs are an accessibility triple threat for low-income populations in rural communities. These residents need more affordable, clean, safe, and reliable travel modes that fill the wide accessibility gaps between existing transit service and personal vehicle ownership. Many of these residents struggle to access essential opportunities (education and jobs) and essential services (health care, recreation, and healthy food). In rural communities, high-quality transit services (fixed route and dial-a-ride) are challenging to provide because of low-density, dispersed development patterns. These conditions provide an opportunity to meet local needs with highly efficient alternative fuel vehicles. The project involves a volunteer ride program (Míoride) using electric vehicles from a local electric vehicle carsharing organization (Míocar). Volunteer drivers use the electric vehicles to provide critical rideshare services for low-income communities in rural Tulare and Kern Counties in exchange for use of the electric vehicles for their own transportation needs, demonstrating the value of these vehicles in effectively meeting the needs of rural communities. The project team is collecting operational data from the vehicles and charging stations to assess the energy efficiency of the rideshare system.

The objective of the project is to develop, demonstrate, and deploy a replicable program for expanding clean and affordable electrified transportation to underserved communities through electric vehicle (EV) and EV infrastructure deployment, data analysis, education, and outreach that leverages real-world data and lessons learned collected from these communities over the course of the project. Developing an EV Ecosystem in rural Appalachia will include educational outreach, vehicle and infrastructure development, workforce training, data collection, and analysis.

The Bronx Is Breathing: Reimagining a Cleaner Hunts Point

The objective of this project is to engage with business and community stakeholders in Hunts Point, a historically disadvantaged neighborhood in the South Bronx, to develop a community-driven electric vehicle (EV) charging deployment plan to guide the installation of chargers across the neighborhood. Since Hunts Point is both a thriving community and a trucking nexus due to the neighborhood’s produce markets, the “Hunts Point Electrification Roadmap” that the project develops will address the multimodal charging needs of Hunts Point’s residents and its businesses. In addition to the installation of EV charging infrastructure, the project will carry out significant community engagement around the benefits of EVs to expand EVs’ market share in Hunts Point. The project is lead by Empire Clean Cities.

NFPA Spurs the Safe Adoption of Electric Vehicles through Education and Outreach

Community preparedness planning and collaboration among electric vehicle ecosystem stakeholders can result in a greater understanding of electric vehicles and their benefits, more incentives for ownership, increased safety, and a more accommodating infrastructure, and can lead to increased EV adoption on the nation's roadways. In this project, NFPA augments its world-class, web-based EV training programs to include additional modules for charging station installers, code officials, utilities, dealerships, fleet owners, garages/maintenance facilities, insurance companies, and vehicle owners. NFPA is also expanding its existing crash reconstruction and tow and salvage operator programs to reflect the latest safety knowledge and tactics. The project involves developing a digital facilitation toolkit for Clean Cities coalitions and advising and assisting selected coalitions that will be responsible for conducting approximately 30 community preparedness assessment workshops for local community stakeholders.
